DRAFT LOCAL PLAN REGULATION 19 RESPONSE

DRAFT LOCAL PLAN REGULATION 19 RESPONSE –  PLEASE SUBMIT BY 19 NOVEMBER

The Trust has reviewed the Regulation 19 draft Local Plan and supporting studies, and we now need residents to respond.

Those who came to the village meeting will know that this follows the earlier Regulation 18 consultation. Radlett is still being asked to take around 2,900 homes, despite substantial reductions in some other settlements.

Our recommendation has changed since Regulation 18. Battlers Green Farm has been removed, but Home Farm now has a live application for 650 homes, and the Plan now includes another 122 homes nearby at Cobden Hill. We feel the prospects of removing these allocations are slim.

Instead, we propose removing the large outer part of the Kemprow allocation, while retaining the smaller parcels nearer Radlett’s centre: Starveacres and adjoining land, and the newly added Newlands and Oakridge. Our revised proposal would provide approximately 1,520 homes rather than 2,907—around 1,400 fewer homes. This is more than the roughly 1,100 we supported last time. The plan below shows the land we propose retaining and the housing numbers.

If you agree, please respond. We have attached a suggested response in the Council’s Word form. You can use it as drafted or adapt it, but either way please add your details at the beginning and indicate whether you wish to participate in the Inspector’s hearing sessions. Most residents will probably prefer their written comments to speak for them.

Email your completed form to reg19.localplan@hertsmere.gov.uk

Alternatively, you can respond online at https://hertsmerelocalplan.commonplace.is/, using the suggested wording in the corresponding boxes. If using Commonplace, remember to verify your email address when prompted.

Everyone is, of course, free to make their own representations. We have also attached the Trust’s full submission for anyone who would like to read more.

Each person in your household can submit their own response. The deadline is 23:59 on Thursday 19 November 2026.
